As the department jail commander, performs a variety of administrative, managerial and professional law enforcement duties related to the planning, organizing and coordinating the security, health and safety, order, operation and maintenance of county jail facilities, court security, dispatch and prisoner transport. 




Works under the close to general supervision of the County Manager.




Provides close to general supervision to all subordinates to include but not limited to the Captain(s) and Sergeant(s).




1.        Manages the ongoing operations of the county jail facility; establishes division priorities and projects; participates in the overall management of the department by proposing policy changes and implementing the same upon approval; provides field assessment of various policies and operating procedures; makes recommendations relating to policy, practices and standard operating guidelines and procedures that are in line with, recognize and abide by all state statutes and Socorro County Ordinances; prepares budget for the corrections division; monitors division expenditures to assure compliance with budget limitations;  prepares periodic reports as needed to apprise department management of various conditions and results.


2.        Manages and directs staff to best utilize resources in accomplishing the jail’s mission and goals; manages the department by planning, staffing, program development, budgeting and total department operations; coaches and trains employees in order to create cooperation, performance, productivity and job satisfaction; oversees, directs, and provides continuous oversight for the development and operation of assigned programs.


3.        Plans and implements short and long term goals; completes strategic and workforce planning for future requirements for the jail; ensures staffing is maintained at operational and administrative levels that facilitates optimum effectiveness and efficiency.


4.        Oversees the induction and incarceration of inmates, assures proper classification of inmates according to crimes, health and mental condition and other dispositions; assures proper processing and routing of court documents; monitors booking processes and procedures to assure compliance with legal requirements; assures proper processing of released inmates, bail bonds, cash bail, etc.


5.        Assists in the development of staff law enforcement skills to ensure that all personnel are operating within the established Standard Operating Policies and Procedures, New Mexico State Statutes and Socorro County Ordinances; implements training programs and monitors staff progress; monitors performance of shift personnel; assures compliance with established performance expectations and standard operational procedures; makes recommendations effecting employee selection, retention, advancement, discipline and discharge; reviews grievances and serves as the first level for resolution in the grievance process.


6.        Manages all personnel in the jail and ensures the supervision of inmates in county jail are in accordance with established Standard Operating Policies and Procedures, New Mexico State Statutes and Socorro County Ordinances while assuming responsibility for all needs of the prisoners during detention.


7.        Oversees, Manages and Observes conduct and behavior of inmates to prevent disturbances and escapes; ensures that searches inmates and cells for contraband articles are performed as promulgated within the established Standard Operating Policies And Procedures, New Mexico State Statute and Socorro County Ordinances; ensures the appropriate response is implemented and conducted in and to jail areas for evidence of forbidden activities, infractions of rules and unsatisfactory attitudes or adjustment of prisoners, and performs and after action review to assure all established Standard Operating Policies and Procedures were followed.


8.        Inspects locks, bars, grills, doors and gates for tampering; employs various forms of discipline as needed to maintain order among prisoners, if necessary.


9.        Supervises prisoners in transit between jail, courtroom, prisons, or other points, traveling by automobile or public transportation as required; locks prisoner(s) in cell after searching for weapons, valuables or drugs; secures all valuables and/or belongings and follows standard procedures designated for the disposing or maintaining of the same; orders and serves meals to prisoners and provides or obtains medical aid if needed; administers medication as prescribed by doctor; supervises trustees or prisoners on general work details inside of jail.


10.     Ensures that all documents utilized for the management, safe and lawful operation utilized for inmate booking, housing, transportation, discipline, health care, incident reports, jail tracker forms, chain of custody are filed in an established filing system and expeditiously stored and protected for review and recovery and in accordance with Standard Operating Policies and Procedures.


11.     Ensures that all evidence collected as part of a suspected criminal act or with its anticipated role in an administrative action is tagged, stored and tested per Standard Operating Policies and Procedures, New Mexico State Statute and Socorro County Ordinances. 


12.     Ensures that the implementation and maintenance with such characteristics as an alpha/numerical system is implemented and maintained for easy entry or forms and accessibility for authorized personnel.


13.     Ensures that personnel received equal and adequate opportunities for training and are trained in each position to a level of recognized position authority and responsibility.


14.     Performs other related duties as required.




1.             Education and Experience:


A.     Bachelor’s Degree in a related area and Correctional Officer Certified;


B.     Eight (8) years of progressively responsible law enforcement experience;



C.    An equivalent combination of education and experience.


2.             Knowledge, Skills and Abilities:


Considerable knowledge of the fundamentals of proper search and seizure; inmate classification methods and guidelines, federal, state and local laws and regulations related to jail activities; New Mexico Criminal Code, New Mexico Jail Standards, courtroom security methods and processes, court processes and protocol, warrant management system, computer operations and related software, airport security and policies.  Working knowledge of the basic principles of psychology and sociology; inmate health and health record management, inventory management of toiletries, bedding, clothing and supplies, culinary equipment, inmate dietary needs and common terminology and techniques in the dietary field, elementary first aid techniques and procedures; principles of effective supervision and employee motivation.


Ability to communicate effectively both verbally and in writing; establish and maintain working relationships with inmates, the public and other departments; restrain physically violent prisoners; react quickly to novel situations under conditions of stress.


3.             Special Qualifications: (Certificates, Licenses, etc.)


Must have successfully completed the Corrections Academy and be certified as a Correctional Officer.

Must work on-call 24 hours.

Must receive 40 hours annual training to maintain certification.

Must pass a background investigation.

Must possess a valid New Mexico Driver’s License and undergo periodic State DMV license status verification.

                Must pass FEMA/NIMS and ICS courses as required for the position, within a time frame designated by administration


4.             Work Environment:


                Functions of the position generally performed in a controlled environment.  Occasional travel.  Many functions of the work pose high degree of hazard uncertainty.  Physical readiness and conditioning may be a condition of job retention.  Various levels of mental application required, i.e. memory for details, emotional stability, discriminating thinking, creative problem solving.  Continuous use of motor skills. Periodic exposure to the presence of blood borne or airborne pathogens.
