Perform a variety of first-line public contact duties as needed to authorize admittance into collection center; monitors punch cards and waste to assure compliance with facility regulations.




Works under the close to general supervision of Solid Waste Director.









1.        Checks the punch card for each vehicle entering facility; determines the size of vehicle and type of material being hauled; maintains log sheets.


2.        Advises customers of Collection Center Rules and Regulations; responds to inquiries concerning these rules/regulations; directs customers to the proper landfill area.


3.        Conducts random checks of vehicle loads; visually inspects loads for prohibited waste and reports violations.



4.        Performs miscellaneous duties to include answering the telephone, unlocking and securing gates in the morning and evening, and maintaining a clean office environment; operates a two-way radio.


5.        Assists in organizing and maintaining manuals; obtains and updates documents and policies.


6.         Acts as the attendant on-call.


7.        Perform other related duties as assigned.




1.                    Education & Experience


A.       Graduation from high school or GED;


B.       One (1) year of general work experience preferably performing above or related duties;


C.        An equivalent combination of education and experience


2.        Knowledge, Skills, and Abilities:


Working knowledge of collection center protocols and procedures, the type of waste that is accepted at the station, working with the public; department processes for transferring the solid waste.


Skill in basic mathematics to handle required calculations; customer service; dealing with angry patrons.


Ability to maintain cooperative working relationships with those contacted in the course of work activities; handle money transactions; utilize and understand computer applications as necessary in completion of daily assignments;  work unsupervised and accept responsibility for actions; communicate effectively with staff and public; compile, organize, prepare and maintain an assortment of records, reports and information in an effective manner and according to departmental and/or government regulation; use independent judgment in routine and non-routine situations; plan, organize and prioritize daily assignments and work activities; comprehend and apply regulations and procedures of department Communicate via radio; follow written and verbal instructions; communicate both verbally and in writing; excellent customer service skills; read and understand rules and regulations; follow written and verbal instructions, communicate both verbally and in writing; computer skills; be able to read and understand rules and regulations.

3.        Special Qualifications


Must pass FEMA/NIMS and ICS courses as required for the position, within a time frame designated by administration.  

Must be trained in personal protective equipment, i.e., hard hats, goggles, hearing protection, vests, etc.


4.        Work Environment


Regularly walk, stand, stoop and bend.  Occasionally lift, carry, push, pull or otherwise move objects weighing 100 pounds or more.  Ascend or descend ladders, scaffolding, ramps, poles and the like.  Walk, stand, crouch, or run (move quickly) on narrow slippery, or erratically moving surfaces sometimes for sustained periods of time. Work for sustained periods of time maintaining concentrated attention to detail.  Shovel and remove snow and ice when necessary. Work is performed for sustained periods outdoors and occasionally in hot, cold, or inclement weather; work may be performed around very noisy equipment; Work exposes employee to conditions such as fumes, noxious odors, dusts, mists, gases and poor ventilation; work exposes employee to possible bodily injury from moving mechanical parts of equipment, tools or machinery as well as unknown and dangerous conditions; Work may require use of protective devices such as hard hats, vests, goggles and gloves and hearing protection; Work exposes incumbent to known and unknown dangerous conditions.
